The man who commissioned the story was the young owner of the Portsmouth Mail newspaper, and it was a propaganda piece in support of his campaign to become an MP.

What is unusual about this story is that it includes details of attacks on the forts of Portsdown Hill, Gosport, the Solent Forts and the destruction of Southsea!
