In 1897 very little of Scarborough's seafront had been developed. On the South side there were the Holbeck Gardens, the Spa and the Valley Gardens. The Marine Drive had not been built whilst on the north side there was nothing to attract visitors apart from the Royal Albert Drive and Clarence Gardens which had just been completed.
The Italian Gardens, Bathing Pool, South Cliff Gardens, St. Nicholas Gardens, Alexandra Gardens, Peasholm Park and Glen and the Northstead Manor Gardens were all developed during the period Mr. Smith was Borough Engineer
